Senator Barrett moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 2960—A Bill to amend the code of West Virginia, 1931, as amended, by adding a new article, designated §17-9-1, relating to a pilot program for snow removal; stating legislative findings; establishing a priority schedule for state routes in regard to snow removal; requiring requests for proposals; establishing a time limit; establishing liability; and providing for cancellation of snow removal contracts for cause.
